McCaffrey Says Rather Than Focus On Individual Drugs, The
Drug Culture Should Be Targeted.
"The problem isnt the kind of drug; its drug-crazed, stoned
behavior." And It Gets Weirder...
(Ed. note: Even for Washington, even
for the "drug war," this is so utterly bizarre, I find it hard to believe that
they let this man talk. But since nothing any prohibitionist says has to make any sense,
maybe no one notices. It is hard to tell if the reporter was awake. This seems to be the
perfect application of the word "dumbfounded.")
June 25, 1998 McCaffrey: Kids are using more heroin

WASHINGTON, June 25 (UPI) - White House "drug czar" Barry McCaffrey has
released a new report on illegal drug use citing the growing popularity of hard-core drugs
like heroin among Americas young.
McCaffrey said marijuana use is also becoming more widespread. See
"Here, if
you want cannabis you go to a coffee shop.
In other countries if you want it you have to go to a man who might try to sell you heroin
or cocaine as well."
The semi-annual "Pulse Check" study by the Office of National Drug Control
Policy, released today, reports stimulants like methamphetamine ("speed") and
so-called "designer" drugs like "ecstasy" are taking hold of
youngsters as well.
But the report does not offer national statistics to support its claims, stating its
data relies on "conversations with people on the front lines of the drug
problem," such as drug researchers, law enforcement and substance abuse counselors.
The report says "138 contacts were consulted."
McCaffrey said rather than focus on individual drugs, the drug culture should be
targeted.
(Ed. note: What does this mean? Will no one ever ask this man
what the "drug culture" is? And is this to be like Pat Buchanans
"cultural war" only with real guns?)
He said, "The problem isnt the kind of drug;
its drug-crazed, stoned behavior."
(Ed. note: In a way this seems to contradict the previous
sentence. Is the problem a "culture" -- or "behavior."
Is the alcohol industry paying attention here? The overwhelming majority of the
"drug-crazed, stoned behavior" that in our society is alcohol related. The
police know this. Children know this. Chihuahuas know this!)

President Clintons top drug control official told United Press International that
substance use is so rampant, "one out of three (people) has
used an illegal drug, to include the president and speaker of the House" (Newt
Gingrich, R-Ga.).
McCaffrey said adults have not used their personal experiences with drugs to
communicate to children the dangers of illicit drug use.
(Ed. note: Yes, kiddies, if you use "drugs," you will
never hold a job higher than President of the United States.
It would be a lot scarier if you told children that if they smoke
marijuana they will grow up to be like Newt Gingrich. Now that is real reefer madness!)
In a statement responding to the findings of "Pulse Check," President Clinton
said, "Americas young people need to hear a single,
unambiguous message: drugs are wrong and dangerous, and they can kill you."
Researcher Alan Leshner said, "Misinformation is killing us.
For instance, people think if you just sniff (heroin), it wont be addictive."
(Ed. note: This from a man who insists that marijuana is
"addictive," and who uses a definition of "addiction" that means
essentially whatever is convenient. No wonder kids dont believe him when he warns
about heroin.)

Leshner is director of the National Institute on Drug Abuse at the National Institutes
of Health and, according to McCaffrey, is responsible "for 80 percent of all drug
research worldwide."
(Ed. note: This tells us much about the sad state of "drug
research.")
On July 9, the president and McCaffrey will announce a $2 billion, five-year national
anti-drug campaign to try to check the increase in youth drug use and combat ignorance of
its dangers.
