| March 21, 1998 INCB: George Washington promotes drug usage? If the INCB had existed at the founding of this country we couldnt have defeated the British during the War of Independence or the War of 1812, since the ships were using hemp rigging....and the troops survived the winter at Valley Forge in hemp uniforms. Excerpts from the International Narcotic Control BoardAnnual Report, Chapter 1 (1997) Note particularly the statements in paragraphs 10, 13 and 22 of this part of the report. As well, note that the text of this report seems to imply, if not suggest outright, that discussion of alternatives to prohibition could be considered "public incitement to use drugs illicitly". The report suggests that public incitement to use drugs should be dealt with by criminal prosecution. It notes that, in some countries, laws have defined "public incitement" to include "showing illicit use in a favourable light" (para. 13). It is entirely conceivable that discussions of the relative harms of legal and illegal drugs, or discussions of the merits of alternatives to prohibition, could be considered "showing illicit use in a favourable light". The report also seems to call for censorship of the Internet. At paragraph 38, "Governments are also invited to seek the cooperation of the telecommunications industries and software providers in removing illegal subject matter from the Internet." Does the International Narcotic Control Board consider debate about alternatives to prohibition to be "illegal subject matter"?
Misleading promotion of products made from hemp (cannabis plant) 24. The promotion of many products made from hemp (cannabis plant) is designed to further enhance the image of cannabis being a useful product, and the goods that are produced from hemp are often described as being environmentally friendly because they are made from natural substances. The products made from hemp that are currently being marketed include jackets, handbags, caps, hats, wallets and shoes, as well as food and beverages. The use of hemp in foodstuffs and beverages further presents the image of cannabis as an innocuous, edible or even nutritious substance. In many instances, the use of hemp in such products is not intended to demonstrate its superiority to other natural materials that already exist; it is done for tactical reasons, to legitimize the commercial use of hemp as part of a campaign to legalize cannabis. In their catalogues or advertising campaigns, many marketers of hemp openly admit that their objective is the legalization of cannabis, thus contributing to the overall promotion of illicit drugs.
