25 percent increase in violent crimes in the Netherlands
According to a report in the SEC magazine from the Dutch Ministry of Justice, there has
been a 25 percent increase in violent crimes in the Netherlands between 1991 and 1996.
In 1991 there was an average of 39 violent crimes per 10.000. In
1996, the number was 49 per 10.000.

French report says drinking worse than cannabis
A French report commissioned by the French drug liberal Junior
Health Minister Bernard Kouchner concludes that drinking is a far worse health hazard than
smoking cannabis.
The report, carried out by the state medical research institute INSERM, and published
by the 'Le Monde' newspaper, questions French laws that place few restricitons on drinking
but ban cannabis.
An activist who mailed a marijuana cigarette to every French MP was fined 50.000
($8.400) last month.
